ADHS Primary Care Program

Purpose: The purpose of the ADHS Primary Care Program (PCP) is to develop and maintain an enhanced statewide capacity for delivery of comprehensive, community-based primary (health) care services to low-income, uninsured persons and other medically underserved Arizona residents.

Funding shall be used by qualified contractors for the provision of primary and preventive care services, preventive dental services, and limited behavioral health care to persons eligible for the PCP.

The ADHS Primary Care Program’s requirements and covered services are described in the Program Guidance Manual (revised July 2008).

The ADHS Primary Care Program, originally known as the Tobacco Tax Primary Care Program, continues to draw upon the original legislation for basic direction.
  
Eligibility: Services are available for persons of all ages who have a family income no greater than 200% of the Federal Poverty Level (FPL) Guidelines, are uninsured and not eligible for AHCCCS, KidsCare, and/or Medicare, and are residents of Arizona. A sliding fee scale is applied to all covered services based upon current FPL Guidelines.
Contractors: Contracts have been awarded via open, competitive Request for Proposal (RFP) process. Contracts were awarded for proposals that met all program requirements. Current annual contracts may be renewed for an additional three years.
